The Failure of the 28-Point Ceasefire Plan for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the crisis sparked by the presentation of a new 28-point plan for ending the war appeared – temporarily – to have been stabilised. A Washington representative spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its countermove: another massive barrage of aerial bombardment on Kyiv.

The Rhythm of Diplomacy and Destruction

The chain of contrasting events captured the grim essence of the recent timeframe. By day, political struggles are conducted: positive announcements are delivered from various governments. Significant resources is expended on containing specific proposals. By night, Russian leadership forcefully demonstrates the world that, for them, conflict continues to be the main instrument for achieving "peace".

Nighttime Reality

As the offensive developed into the early hours of Tuesday, the present situation of Ukraine's exposure was laid bare. Ukraine is able to track missile launches from enemy soil, a capacity enabled by timely intelligence. From vantage locations, military aircraft that had been dispatched to counter approaching aerial threats flew past – modern combat jets delivered to Ukraine by Western partners.

Moments later, Kyiv's anti-aircraft weapons thundered: multiple launches targeted at a hostile projectile. This was a sophisticated defense system at work, probably provided by Western nations. Every firing jolts you unexpectedly, causing tremors. The moment of terror quickly transforms into resigned acknowledgment: possibly the hostile projectile won't hit its mark this time, protecting urban areas from catastrophe and another blackout.

Ongoing Risks

Not long after, a heavy machine gun fired at a aerial vehicle close by, part of a rapid response unit – probably Western-made equipment. Unfortunately, the projectiles didn't strike the enemy aircraft – it continued its flight toward its objective.

Periodically, this carried on until dawn. Kyiv greeted the morning news: multiple fatalities, devastation and heating outages in many homes as a result of the evening attack. As customarily, everyone still continued their routines – enduring hostilities. But those entire period illustrated Ukraine's critical military reliance on international aid – a need that regional partners are clearly incapable to replace in the near term.

Ineffective Peace Efforts

The comprehensive proposal from American leadership sparked intense emotion, controversy and deep concern – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after prior negotiation attempts and international summits.

Every new initiative from Washington unfolds according to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, effectively counters. They manage the tension but never actually secure success. This cycle will, undoubtedly, endure.

Tactical Assessments

It is convenient to criticize specific actors of persistently promoting Kremlin's demands. But that does not seem to be the entire situation. US administration operates on a premise well known to seasoned negotiators: you cannot achieve through diplomacy what you have failed to defend militarily. The American government believes that it is unrealistic to compel Moscow to relinquish the areas that it already controls in Ukraine's southern or eastern regions.

The challenge is that while acknowledging this situation, Washington does little to deter Moscow, through diplomacy or military means, from believing that the current condition will not shift further in its benefit in the near future.

Divergent Views

Therefore, Moscow is confident that the clock favors them – that Ukraine and its supporters are approaching exhaustion. Their motivation to accept conditions that does not give them the maximum possible gain is almost completely absent. There may be multiple initiatives to achieve ceasefire, but they will carry on as long as Russia's government remains highly assured in the outcome.

On the contrary, Ukraine's government believes that Ukraine can still endure, slowly losing civilians and areas but avoiding a total frontline collapse until circumstances change in its benefit.

Present Conditions

Objectively, there are no real preconditions for a truce. Now, personal considerations are entering the equation: personal goals to mediate resolution and secure international recognition, and the government's twin challenges – on one hand, not to distance important partners, and on the other, to mobilize citizens around the country's interests against any proposal Kyiv finds unworkable, so that their focus does not move to internal issues. And although their task will now be significantly challenging after current events, it remains quite doubtful that this will change their overall approach.

These conflicting dynamics are driving the talks.

Assessment and Future

It took a only one week to terminate the suggested clauses of the current initiative. Assertive and inconsistent approach of the matter by American leadership, opposition by Ukraine and the rest of Europe, along with soothing efforts of diplomats, and finally, latest revelations, all served their function.

While new plans based on established approaches are forthcoming, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are founded on Moscow's terms and demonstrate particular unwillingness to alter the situation, if they stand together and improve their protective measures at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the coming months, primarily depend on continued Western support.
